Unfortunately, not all Mafia Wars players have this option available yet. Seems like Zynga teams made random choose of which player has this chance. For the still unlucky ones : a bar opens in the daily lottery page, where you can cash an additional reward based on your tickets submitted for the week. You can buy more tickets for your chosen prize.

The Daily Lottery Chance Prizes are:
1 of 6 You can win 1 Collectable Item
2 of 6 You can win 10 stamina points (one time get)
3 of 6 You can win 30 energy points (one time get)
4 of 6 You can win a free ticket
5 of 6 You can win 1 skill point
6 of 6 You can win reward points
For reward points, you can win 1-5 Godfather points. So, it's not always 5 points..
